flash flood..in Singapore?

A stretch of Orchard road / Rochor road was submerged in half a metre deep water after a torrential downpour and everyone was caught off guard.

Many Singaporeans wrote in citing shock and disgust, not believing Singapore is prone to flood, especially the famous Orchard road.
